‘ Na Vualiku’ Tourism Development Program for Vanualevu


The Government of Fiji is working with the World Bank to fund Phase I of the Fiji Tourism Development Program in Vanua Levu ‘Na Vualiku’ (the Project).

The Project’s objectives are to strengthen targeted infrastructure and essential services, increase coordination and private sector participation in tourism, and enhance environmental sustainability of tourism assets. The Project’s lead Implementing Agency is the Ministry of Tourism and Civil Aviation (MTCA), with three other IAs: Fiji Roads Authority, Fiji Airports, and Savusavu Town Council.

The Project aims to support sustainable tourism development and is expected to generate significant environmental benefits from its focus on resilient tourism infrastructure development, investments in nature-based tourism attractions and essential facilities and services (e.g., waste and sewage management), and the promotion and management of protected areas. Furthermore, the Project explicitly aims to target Fiji’s women untapped productive potential in the tourism sector.

However, to ensure that any remaining environmental and social impacts are properly managed during the project cycle, the following environmental and social risk management instruments have been prepared and are disclosed here:

• Environmental and Social Commitment Plan (ESCP).
• Environmental and Social Management Framework (ESMF).
• Land Acquisition and Resettlement Framework (LARF).
• Labor Management Procedure (LMP).
• Stakeholder Engagement Framework (SEF).
