FINALISATION OF THE REVIEW OF THE REGULATION OF SURFING AREAS ACT 2010

The Ministry of Tourism and Civil Aviation (‘MTCA’) of the Government of Fiji invites the services of an expert consultant (individual(s)/companies/firms) for the finalisation of the review of the Regulation of Surfing Areas Act 2010 (‘Act’).

SCOPE OF WORK

Following Cabinet endorsement, work commenced on the review of the Act.  The purpose of this assignment is to engage experts who can provide legal support to the final stages of the review process. This will include the facilitation of consultations with relevant stakeholders, including Government, tourism industry, communities and the general public in finalising the review of the Act – including the finalisation of the legal amendments and/or other legal drafting, as the case may be.

ELIGIBILITY

The Consultant must meet the following qualifications and experience to be eligible:

• A Master of Laws; and
• Minimum 10 years of relevant experience required for carrying out the TOR’s tasks. Experience must include (i) a legal background and (ii) experience in drafting laws.

An Expression of Interest (‘EOI’) must be accompanied with the following:

• Background of the consultant including relevant qualification in law, proprietary rights and/or marine/ocean related expertise and experience;
• Proposed work plan including methodology to be adopted in undertaking the review; and
• Estimate of total consultancy fees.

SUBMISSION

The EOI must be in the form of a proposal for the scope of work as outlined in the Terms of Reference. A copy of the Terms of Reference is available on request.

Completed application with all required documentation must be addressed to the Permanent Secretary for Tourism and Civil Aviation on the following address and submitted no later than 4:30pm on 26 March 2025.
