
Government Response to Pacific Flying School Concerns and Commitment to Upholding Aviation Standards
SUVA, Fiji – August 19, 2025 – The Ministry of Tourism and Civil Aviation acknowledges the concerns raised by Pacific Flying School (PFS), a division of Joyce Aviation (Fiji) Group, regarding regulatory processes that have indirectly affected approximately 30 of its students’ awaiting completion of Multi-Engine and Instrument Flight Rules (IFR) training.
We recognise the frustration and uncertainty faced by students and their families, particularly those who are self-funded or supported through scholarship programs such as TELS. Aviation training is not only an important national industry, but a critical pathway for Fijians seeking to enter the global aviation workforce.
However, in accordance with the Civil Aviation Authority of Fiji Act of 1979 and related regulations under the Fiji Civil Aviation Act 1976, the Civil Aviation Authority of Fiji (CAAF) is mandated to regulate and oversee the safety, security, and compliance of Fiji’s civil aviation system in accordance with International Civil Aviation Organisation (ICAO) standards.The Ministry fully supports this mandate.
It is therefore incumbent upon all operators to always meet the standards expected by CAAF, which is known to all.
The Government of Fiji remains committed to maintaining a safe and internationally compliant aviation sector, founded on the principles of safety, transparency, accountability, and opportunity for all.
