Licenses and Permits

Foreign airline operators requires an air services permit to operate scheduled air services to Fiji.  The air services permit is issued in accordance with the Regulation 23 of the Civil Aviation (Licensing of Air Services) Regulations 1978.  It is also important that the proposed air services are authorized under the air services agreement with Fiji.

INTERNATIONAL AIR SERVICES

Foreign airline operators requires an air services permit to operate scheduled air services to Fiji.  The air services permit is issued in accordance with the Regulation 23 of the Civil Aviation (Licensing of Air Services) Regulations 1978.  It is also important that the proposed air services are authorized under the air services agreement with Fiji. Foreign airlines require a landing permit to operate non-scheduled air services or charter flights to/or from Fiji.

Application For International Air Service License

Application for an international air service license is valid to those countries that are party to an Air Service Agreement with Fiji.

The Minister responsible for Civil Aviation is the licensing authority for international operators wishing to be issued with a license to conduct scheduled services into Fiji.  Such applications for a license shall contain copies of the airline’s valid insurance certificate together with its Air Operators Certificate.  The two certificates are crucial and are accounted for when operators submit such an application for international air service.

Application For A Permit To Conduct Air Services Within Fiji With A Foreign Registered Aircraft

The Minister responsible for Civil Aviation is the issuing authority for such permits.  Applications for a permit shall contain the aircraft’s Air Operators Certificate and Certificate of Insurance.  Permits issued are for non-commercial operations only.  Applications addressed as is above. MEDEVAC FLIGHTS

Permit approvals for urgent medical evacuations are obtained at the Department of Civil Aviation.
Application for medevac shall include patient’s medical results, aircraft’s Operating Certificate and Certificate of Insurance.

DOMESTIC AIR SERVICES

The domestic air services performed by aircraft registered in Fiji are regulated and licensed by the Air Transport Licensing Board (ATLB) in accordance with the Civil Aviation (Licensing of Air Services) Regulations 1978. Application For Domestic Air Service Licenses – The Air Transport Licensing Board (ATLB) is the licensing authority in relation to air services operating within Fiji for hire and reward.

Applications for licenses to conduct domestic air services shall be made in the form and manner and contain such particulars as required under the Civil Aviation (Licensing of Air Services) Regulations Cap, 174. A formal letter of application to the ATLB, as per the First Schedule in the Civil Aviation (Licensing of Air Services) Regulations Cap. 174 addressed accordingly.

APPLICATION PROCEDURE FOR NON-SCHEDULED FLIGHTS INTO FIJI

If an operator intends to carry out a (series) non-scheduled flight(s) in transit across, or making non-traffic stops in the territory of Fiji, it is necessary for the operator to obtain prior permission thus an application to the Permanent Secretary for Tourism and Civil Aviation is required for the purpose.  The application must include the information as per the requirement on the attached Forms.

Prior Notification

The operators of all flights intending to land in Fiji are required to give the following prior notification:

(a)       Non-scheduled non-commercial flights at least 72 hours or;

(b)       Non-scheduled commercial flights – 14 days
